Prince Saud bin Khalid Al-Faisal

Distinguished Fellow

HRH Prince Saud bin Khalid Al-Faisal is a distinguished Saudi Arabian leader with extensive experience in governance and economic development. His career spans over two decades, marked by significant contributions on a national and regional level.

HRH Prince Saud served as the Deputy Governor of the Madinah Region for two consecutive four-year terms (2017-2025). Madinah is of particular significance because of its unique status as one of the holiest cities amongst Muslims, hosting millions of pilgrims and visitors annually. In addition to his various responsibilities as Deputy Governor, Prince Saud was specifically tasked with economic development and organizational reform. During his tenure in Madinah, the region and its institutions achieved numerous international and national recognitions and awards in areas such as smart cities, innovative urban development and organizational excellence. Prince Saud also founded a number or initiatives that were later adopted nationally, such as the Economic Development Center (EDC), and a project to identify and protect the areas of natural and historical significance in the region. Prince Saud chaired, and vice chaired numerous philanthropic and executive boards and committees during his time in Madinah.


Prince Saud held several key roles at the Saudi Arabian General Investment Authority (SAGIA), currently the Ministry of Investment, from 2008 until 2017, culminating in his position as Acting Governor. SAGIA was the investment promotion, attraction and licensing agency for foreign companies in Saudi Arabia. SAGIA also hosted the National Competitiveness Center (NCC), which was mandated with enhancing the Kingdom’s competitiveness. During his tenure as President of the NCC, Prince Saud oversaw the competitiveness agenda of Saudi Arabia and the efforts to establish a more facilitative investment environment; in addition to, promoting Saudi Arabia as an attractive investment destination. Prince Saud also led the negotiation team for international Bilateral Investment Treaties and chaired several Joint International Economic Commissions. He also sat on the boards of various governmental agencies.
During his tenure at SAGIA, the Kingdom made formidable progress in international competitiveness rankings and was recognized as one of the leading reforming countries globally and regionally in its business environment and practices.

Prince Saud began his career at Saudi Aramco (2001– 2008), progressing from a trainee to a Financial Analyst in the Treasury Department. His work spanned various financial and planning-related departments, including Corporate Finance, Asset Management, FX, Internal Auditing, and New Business Development.
 

Prince Saud holds a BSc in Finance from the King Fahd University of Petroleum and Minerals (KFUPM). He has further enhanced his expertise through numerous executive education certificates and is an Eisenhower Fellow.
 

Prince Saud established a foundation dedicated to the preservation of the environment, is a trustee and sits on a number of boards of philanthropic organizations, is the Vice Chairman of the Board of the Saudi Aviation Club; the Chairman of Eisenhower Fellowships Saudi Arabia; a Distinguished Fellow at the Washington-based Global Federation of Competitiveness Councils (GFCC); has been a speaker at many international and national events and venues, such as Harvard Kennedy School, Yale Club and GFCC events across the globe. Prince Saud also currently sits on the boards of several philanthropic organizations and is a devoted conservationist.
